2020 Partner Eligibility Criteria

Due to the success of the 2018 campaign and to be responsive to the growing needs in our community, the United Way of Central Missouri Board of Directors has approved consideration to add a partner agency to the United Way of Central Missouri network beginning in 2020. In order to be considered for partnership with United Way of Central Missouri, organizations must meet these minimum eligibility requirements.

2020 ELIGIBILITY CRITERIA

---Organization must further the mission of the United Way of Central Missouri by helping local people in need, provide community solutions and services or programming in the areas of Health, Education, Financial Stability or Basic Needs.

---Organization must be a registered 501(c)(3) and have been in operation for a minimum of four years prior to January 1, 2019.

---Organization must provide programs or services within all or part of the geographic area served by the United Way of Central Missouri, which includes: Cole, Moniteau, Osage, Miller, Camden, Morgan and southern Callaway counties.

---Organization must have an active and responsible Board of Directors whose members serve without compensation and meet at least four times a year.

---Organization must provide verification of annual registration with the Secretary of State's office in the state which they are incorporated.

---Organization has organizational Bylaws and Articles of Incorporation.

---If the organization’s annual revenue is $250,000 or greater, organization must provide an annual audit of financial services and an IRS 990 tax form. The audit must express an unqualified opinion and must be conducted by an independent Certified Public Accountant in accordance with Generally Accepted Auditing Standards (GAAS). Compilations and/or reviews are unacceptable. Combined or consolidated financial statements are not accepted unless the applicant’s financial information is reflected in a stand-alone audited financial statement or consolidating schedule.

---If organization’s annual revenue is less than $250,000, organization must provide a review and a 990/990EZ tax form. The review must be in accordance with Statements on Standards for Accounting and Review Services issued by the Accounting and Review Services Committee of the AICPA. The conclusion of the review must state that there are no material modifications that should be made to the financial statements in order for them to be in accordance with Generally Accepted Accounting Principles (GAAP), or other acceptable basis of accounting such as cash, cash modified or modified accrual.

---Organization must maintain administrative and fundraising rate (AFR) below 25% of total agency budget.  

---Organization will honor the United Way of Central Missouri annual fundraising blackout period of September 1 through October 15.

---If the organization offers duplicated programs and/or services provided by one of United Way of Central Missouri’s 28 partner agencies, organization may not be considered for membership unless evidence exists that the area of need is underserved.

---Organization must provide compelling reasons to substantiate consideration of a partnership with the United Way of Central Missouri, including but not limited to, outcome measurements and demographic data on those served.

United Way’s partner agencies must meet these strict eligibility criteria to provide assurance to our donors and supporters that our partners meet the highest standards of financial transparency and accountability. Nonprofit health and human service agencies interested in applying for membership consideration should contact Ann Bax at 573-636-4100 or by email at ann.bax@unitedwaycemo.org to request the following documents:  Memorandum of Agreement, Criteria and Procedures for Admission of Member Agencies and the 2020 Partner Eligibility Criteria.  

Once the agency board has reviewed these documents and determines the agency is interested and eligible to move forward with their request for membership, the Memorandum of Agreement should be signed and submitted to Ann Bax, President of the United Way of Central Missouri. The Memorandum of Agreement should be accompanied by a Letter of Intent stating that the agency is aware of the eligibility criteria and membership requirements and agrees to abide by them if admitted. Once this documentation is received, the agency will receive a link to access the Membership Application. The deadline for submission of the Membership Application and required documentation is April 12, 2019 at 5:00 pm.

Should an agency be offered agency status in 2020, the agency would receive funding and be on provisionary basis until the following year when they would once again be reviewed.  After this review and Board approval, an agency would either be approved as a full member of the United Way of Central Missouri, or the partnership would be discontinued. 

A committee comprised of United Way board members and community volunteers will review new membership applications and present recommendations to the United Way of Central Missouri Board of Directors for final consideration.
